The 9th RR Forum was held in Park City, Utah on April 12-13, 2011 at the Canyons Resort. The Utah Department of Alcoholic Beverage Control served as host and sponsor for the national meeting.

The theme of the 2011 meeting was suggested by an introduction to a Maine stakeholder by Johnnie Meehl, Director of Liquor Operations, Maine Dept. of Alcoholic Beverages and Lottery Operations, who wrote: "With budgets being as thin as ever, it is increasing important to join forces and utilize all available resources and I anticipate that this introduction will be mutually beneficial for all parties." In 2011, public agencies and private organizations both face reductions in their budgets and restrictions upon their capacity to promote, or enforce, compliance with underage sales laws. Accordingly, the theme of this year's conference is Leveraging Resources: non-traditional approaches to achieving RR in a time of fiscal austerity.
